Cavite State University policies prevent journalism student Dylan Silva from wearing men's regalia during graduation.
University policy does not allow students to choose which graduation garments to wear based on gender expression.
The student's portrait was also altered to appear more appropriate for the commencement ceremony. The tie worn in Silva's graduation portrait was digitally erased. This altered photo is what was shown while Silva's diploma was presented on stage.
